Gerardo Diaz

Facilities Manager

Gerardo started with CHI St. Joseph Children’s Health as a dental program manager and now serves as the organization’s Facility Manager.

Gerardo received his Bachelor of Arts in Anthropology from Millersville University where he also studied Political Science and minored in International Studies. He has future plans for pursuing a second Bachelor’s degree in Computer Science.

Gerardo is a Lancaster native graduating from JP McCaskey High School. He enjoys spending time with family and friends.

Zulaika Febo-Young

Director - St. John Neumann School

Zully has several years of experience working in special education. She is passionate about enriching the lives of children of all abilities through meaningful and engaging learning experiences. She holds an Associate of Arts in Teacher Education and plans to
pursue a bachelor’s degree. Her experience, both professionally and as a classroom volunteer in her local school district, has helped her gain the skills and knowledge to support the needs of children in a positive, supportive, and nurturing environment. In her free time, Zully enjoys spending quality time with her husband and four children.

Thomas Foley, MD

Psychiatrist

Dr. Thomas Foley joined CHI St. Joseph Children’s Health in August 2017 as the Psychiatrist for our new Behavioral Health Program.  He obtained his Bachelor’s degree at the University of Colorado.  From there he went on to attend medical school at St. George’s University.  He completed his adult psychiatry residency at Temple University Hospital and fellowship in child and adolescent psychiatry at the Children’s Hospital of Philadelphia.  He is board-certified in both General Psychiatry and Child/Adolescent Psychiatry.

Dr. Foley has been providing psychiatric care for families in Central Pennsylvania for the past 7 years.  He currently lives in the Lancaster area with his wife and 3 young children.  During his free time he enjoys spending time with family, hiking, running, reading, and swimming.

Phil Goropoulos

President

Since joining CHI St. Joseph Children’s Health in the spring of 2014, Phil has overseen a period of programmatic growth and transformation at the organization. Committed to improving the health and wellbeing of children and families in the Lancaster Community, Phil has led the creation of innovative behavioral health and education models that are now the centerpieces of the CHI St. Joseph Children’s Health ministry in the Lancaster region.  During his tenure the organization has grown from a single office to three campuses serving children and families in the community.

A native of Lancaster, Phil completed the Johnson & Johnson Healthcare Executive Leadership Program at UCLA, Los Angeles, California, the and Transformational Leadership Certificate from Seton Hall University.  He received a master’s degree in nonprofit management from Regis University, Denver, CO and a Bachelor of Arts degree in English and American Studies from Dickinson College.

Sarah Jeffrey

Sarah joined CHI St Joseph Children’s Health as a Community Health Coordinator for Healthy Columbia in July 2021. She started her career as a High School Spanish Teacher in Hazleton – her experiences within this community motivated her to pursue a career in serving young people who lack access to basic needs. This led her to an opportunity to work for the Covenant House Pennsylvania as a Street Outreach Worker and Program Coordinator, providing shelter and basic needs to homeless teens in York. Through these experiences, she learned that every individual’s spiritual, emotional, and physical well-being impacts a community, and in turn, the community’s overall well-being impacts each individual. She was drawn to CHI St Joseph Children’s Health because of our demonstrated history of adapting to meet the changing needs of those we serve.

In her free time, she enjoys spending time with her cats, reupholstering furniture, and playing the guitar.
